There are many advantages to using optical technology as a second tier of storage. These are:

Optical is a random access device like spinning disk and does not require rewinding because it is a random access device which will retrieve a file within seconds once requested.
All Optical Disc Archive media is backward compatible.
Optical does not require one to constantly upgrade their optical drives for higher capacity media to be compatible with earlier optical drives, unlike LTO technology. Tape technology requires new drives and new media for every two generations of LTO drives. LTO drives are only backward compatible for read/writes to the last generation of LTO technology.
